Hi I did a Win7 Pro clean install on a HP Slate 2. Wi-Fi is working but Bluetooth is not. I downloaded the Atheros Bluetooth International driver from HP Support Center and tried to install it several times.

Seeif this the Windows control panel>Programs>Uninstall a program. Let the list populate. Find and uninstall any Intel Bluetooth software listed there. Restart the PC. Go to the device manager, click to expand the bluetooth devices category. Right click on the Intel bluetooth adapter. RightClick on - RUN AS ADMIN. Check if the below mentioned services has the mentioned status and start up type. WLAN Service Started Automatic. Also check the dependency services that are required for WLAN Service to run.
