I can't easily confirm if portable monitors with HDMI input can be powered via USB-C or USB-A, then usually mention using a wall adapter or internal battery in monitor. This Viewsonic VG1655 has HDMI input & says wall adapter is detachable type-C leading me to believe if your PC can deliver power (PD) it can power the monitor without wall adapter.

I bought a SP7, and it wont display to two screens via the Surface dock (a known issue). I bought a USBC to Display Port adapter and can now use one external screen. IBM are unable to supply anything that will give me two 4K external monitors at 60hz. Am thinking about the Dell D6000 to replace Microsoft Dock (such a shame).
Use F7 on the keyboard (or Fn and F7) to open the Project dialog. Windows logo key + P can also be used to open the Project dialog. Choose Duplicate, Extend, or Second screen only to use the external monitor. PC Screen Only - do not use the external monitor. Duplicate - show the same screen on both devices.
